Mark S. Lohbauer
With more than two decades of experience with the NJ Urban Enterprise Authority, obtaining and managing economic development grants, and economic development-related experience at the state, county and local levels, Mark knows how to get projects funded and approved.
As a principal of JGSC Group since 2004, Mark Lohbauer manages operations and oversees client relations for the firm. In this capacity he works with retailers, restaurants, downtown managers and improvement districts to devise and implement revitalization strategies and retail recruitment plans—all in conjunction with the firm’s Community Insights™ program. He has performed feasibility analyses for numerous NJ communities interested in the formation of special improvement districts. Mark has also assisted clients with the procurement of project funding from government sources including the Urban Enterprise Zone program, the NJ Department of Community Affairs, the Neighborhood Revitalization Tax Credit Program, and others. He has engaged NJ Department of Transportation, NJ Transit, and the NJ Economic Development Authority (NJEDA) to help address the challenges of downtown revitalization for NJ communities. He has prepared business district design standards, and zoning ordinance revisions for several municipal clients.
Mark is a recognized speaker on the topic of downtown revitalization and together with Joe Getz, has instructed sessions at the New Jersey Downtown Revitalization & Management Institute for the past seven years. He has conducted instructional sessions at National Main Street Conferences, the national convention of the Local Initiatives Support Conference (LISC), the national conference of the American Planning Association (APA) and has served on the Technical Advisory Committee of the NJ Highlands Council for economic development issues.
In other employment, Mark served in New Jersey state government as Assistant State Treasurer and later as Director of Policy & Communications for the NJ Economic Development Authority. He advanced smart growth development in his service on the Urban Enterprise Zone Authority, the New Jersey Redevelopment Authority, the Casino Reinvestment Development Authority, the Urban Coordinating Council, and the South Jersey Port Corporation. He was the N.J. Director for the Regional Plan Association. He holds a B.A. from Rider University, and a J.D. from Rutgers University School of Law-Camden. He currently serves as a commissioner (former Chairman) of New Jersey’s Pinelands Commission, and as President of the NJ Highlands Coalition.
